EE.UU. continúa demostrando a los gobiernos latinoamericanos y caribeños las mentiras del gobierno venezolano sobre el llamado «Decreto Obama 2015 y 2016».
En vista de los recientes anuncios tanto de UNASUR como la CELAC rechazando la extensión del Decreto Obama «contra Venezuela» quise indagar, una vez más, en torno a la manipulación que desde el 8 de marzo de 2015 -cuando salió la «Orden Ejecutiva 13692»- viene ejerciendo el régimen de Nicolás Maduro ante todos los foros internacionales donde le dan cabida y en los cuales con ingentes gastos de propaganda política se auto proclama como «víctima del imperio yanqui».
Tras la visita del presidente estadounidense a Cuba el presidente Nicolás Maduro ha arreciado su campaña de denuncias contra el gobierno estadounidense más por desconcierto sobre una realidad de la que no quiere darse cuenta que por siquiera una evidencia de «guerra imperial» contra su débil y quebrado gobierno. Por ello la llamada «hegemonía mediática» de su régimen no cesa en su campaña de «guerra económica desde el imperio» y ahora con la nueva consigna: «el imperio nos tranca todas las fuentes de financiamiento global pero no nos van a arrodillar. Venezuela se respeta».
Una perspicaz observadora internacional me hablaba del «desconcierto que le causaba la escasísima cobertura (en el mejor de los casos) y la incorrecta cobertura (en el peor y más frecuente de los casos) del asunto». Le sorprendía que «muy pocos periodistas venezolanos han sabido aclarar en sus programas, la naturaleza del lenguaje institucional utilizado en esta orden y el hecho resultante de que la declaración de Venezuela como país «amenaza para la seguridad nacional de EEUU» es una fórmula establecida que se repite de hecho una y otra vez en órdenes similares dirigidas de igual forma a otros países con la intención de llevar a cabo sanciones específicas y que, por lo tanto, no constituye ninguna agresión dirigida específicamente a Venezuela». Esta cobertura insuficiente -poco informada- de la mayoría de los periodistas ha contribuido -sin querer- a la interpretación tendenciosa que se ha hecho desde el gobierno venezolano para tergiversar esta declaración sacándola de su contexto textual institucional y transformándola en una especie de declaración de guerra contra Venezuela, interpretación que le ha sido muy productiva al gobierno para sus fines de manipulación ideológica. Así como se ha repetido esta versión ad nauseam desde los voceros gubernamentales, debería haberse aclarado, una y otra vez, desde los programas de opinión periodístico la verdad sobre el lenguaje utilizado, señalándolo como forma protocolar que se usa en este tipo de documento oficial, de forma de al menos intentar desmontar el discurso oficial».
La conciudadana prosigue: «He visto con desánimo que esta tarea no se realizó adecuadamente, y debo señalar que no sólo ha sido una falla interna nuestra sino que inclusive una periodista como Patricia Janiot manifiesta su desconocimiento total del tema cuando le pregunta a la Sra. Roberta Jacobson si el gobierno norteamericano no podría «cambiar ese lenguaje que ha causado tanta confusión». Solo pronunciamientos muy informados como los de reconocidos analistas políticos en Prodavinci han tratado de aclarar la situación pero esos comentarios no le llegan a un público más general».
Junto con ella logré conseguir parte de los informes que el gobierno de Estados Unidos, a través de sus embajadores acreditados en los países miembros de la OEA (allí están todos los de Unasur y Celac más EE.UU. y Canadá) ha presentado a sus respectivos gobiernos copia detallada de esa Orden Ejecutiva de Barack Obama sobre Venezuela así como otros tres pronunciamientos similares de la Casa Blanca en torno a la República Centroafricana, Sudan del Sur y Burma. Por cierto, ninguno de los cuales iba a ser, ni fue, invadido, y por ello resalto en amarillo, en cada caso, la famosa frase que tanta discusión ha suscitado.
Parte de los documentos mostrados por las autoridades diplomáticas estadounidenses a los representantes de los gobiernos miembros de Unasur y de la ALBA explicando la verdadera naturaleza de la reiterada (2015 y 2016) Orden Ejecutiva del Presidente Barack Obama en torno a Venezuela.
Los diplomáticos pusieron especial énfasis en señalar que ni la República Central Africana (2014), Sudán del Sur (2014) o Burma (2015) países a los que también se les dictó una «Orden Ejecutiva Presidencial» han sido invadidas tras su promulgación desde la Casa Blanca.

The Government of Burma has made progress towards political reform in a number of areas, including by releasing hundreds of political prisoners, pursuing ceasefire talks with several armed ethnic groups, and pursuing a substantive dialogue with the democratic opposition.
